The Nagpur Plan (1943–63): India’s First Twenty Year Road Plan

The Nagpur Plan is where Indian road planning stops being an idea and becomes a document with targets, classifications and formulae. Everything you know about road classification — NH, SH, MDR, ODR, VR — starts here.

Why the Plan Was Needed

The Jayakar Committee had already set up the funding mechanism — the Central Road Fund of 1929. So why were the roads still in a poor state fifteen years later?

Because of the overall economic depression in the country after the First World War, the Road Development Fund was not used for development work but was spent on routine maintenance. This caused further deterioration of the roads under the impact of heavy wartime traffic.

This is a situation any engineer will recognise. Money meant for building new assets gets consumed keeping the existing ones barely functioning. Meanwhile, wartime traffic — heavy, constant and unforgiving — was destroying those existing roads faster than maintenance could repair them.

The network was falling behind on both fronts at once, and only a deliberate long-term plan could break the cycle.

The Nagpur Conference

conference of Chief Engineers of the Provinces was convened at Nagpur in 1943. A long term road development plan for India was drawn up there, and it came to be known as the Nagpur Plan.

The plan covered the period 1943 to 1963 — twenty years, exactly as the Jayakar Committee had recommended sixteen years earlier. This was the first of the three twenty-year plans.

The Four Classes of Road

The plan’s most lasting contribution was to sort every road in the country into one of four classes.

(i) National Highways

Roads that would traverse several provinces or states and be of national importance for strategic, administrative and other purposes.

The plan added that National Highways would form the framework within which the road system of the country should be developed, and that the financial responsibility of the Centre would give it an effective say in the use and control of these roads.

(ii) Provincial and State Highways

The other main roads of a province or state — the principal routes within a state, as distinct from those crossing between states.

(iii) District Roads

Roads that take traffic from the main roads into the interior of each district or similar unit.

According to their importance, these were divided further:

  • Major District Roads (MDR)
  • Other District Roads (ODR)

(iv) Village Roads

Roads linking villages to the road system, designed, constructed and maintained under the authority of the provincial or state highway departments.

Read it as a funnel. Traffic starts on a village road, joins a district road, moves onto a state highway, and finally reaches a national highway — each stage carrying more traffic over longer distances. The classification is not merely administrative; it determines design speed, geometric standards and who pays.

Other Features of the Plan

Hard Durable Crust

National and Provincial Highways and Major District Roads would be provided with a hard durable crust — that is, a surfaced pavement, as opposed to the earthen tracks acceptable at village level.

The committee planned to construct 2 lakh kilometres of road across the country within 20 years.

Road Density

Road length should be increased to give a road density of 16 km per 100 sq. km.

Road density is simply road length divided by area. It is the standard way of comparing how well-served different regions are, and the figure of 16 becomes the benchmark against which the later plans measure their own ambition.

Star and Grid Pattern

The plan recommended constructing a star and grid pattern of roads throughout the country.

The combination is deliberate. A grid gives uniform coverage — every part of the region is reachable, and no area is left stranded. A star gives direct radial routes to important centres, so long journeys do not have to zigzag around a grid. Using both means neither uniform coverage nor direct connectivity has to be sacrificed.

Reading the Formulae

Two features are worth understanding rather than memorising blindly.

Weighting by importance. In Formula I, agricultural area is divided by 5 while non-agricultural area is divided by 20 — meaning agricultural land generates four times as much road need per unit area. Similarly, towns above 5,000 population carry a factor of 5 while smaller towns carry only 1. Bigger settlements and productive land need more road.

The railway subtraction. Formula I ends with − R, subtracting railway mileage. This is the only place in the syllabus where one mode of transport is deducted from another’s requirement, and the logic is sound — where a railway already serves an area, less road is needed. It is a direct reminder of the era when roads were still regarded as complementary to rail.

Note the units: both formulae give length in miles, and areas go in as square miles. The Nagpur Plan predates metrication in India.

Note also the symbol clash: R means railway mileage in Formula I but number of villages with population 1,001–2,000 in Formula II. Read each formula on its own terms.

Mistakes Students Commonly Make

  • Giving the density as 32 or 82 km per 100 sq. km. Those belong to the Bombay and Lucknow plans. Nagpur is 16.
  • Stating the target as 10 lakh km. That is the Bombay Plan. Nagpur is 2 lakh km.
  • Forgetting that the formulae give lengths in miles, not kilometres.
  • Adding railway mileage instead of subtracting it.
  • Mixing up the meaning of R between the two formulae.
  • Saying the plan recommended only a grid pattern. It recommended star and grid.
  • Counting five classes. There are four classes, with District Roads subdivided into MDR and ODR.
